Connect power supply 12V or PoE to the camera (don't release Reset) 4. Continue to hold Reset button for 30 seconds 5. Release Reset button 6. Connect Ethernet cable 7. Wait 2 minutes 8. Connect to the camera IP 192.168.1.64

DS-2CD1021-I has no reset button.
You should recover with xml file to HIKVISION: th-cam.com/video/rds3v74oeHk/w-d-xo.html
I hold press for 40s but ip not change to 192.168.1.64, SADP tool always shows "active" after reset
