The kind of strength needed to do that makes the strongest man in our world look like a weakling. What Misaka Imouto is saying here is she's this good at dodging because of all the fights she experienced through her sisters. Experience. That's literally how Touma unlocked his precognition. Touma is far faster and stronger than any of these slobs she's dancing around. He'd KO her in a single punch after getting her timing down.

Part the trouble is that Index’s adaptation from the Light Novels made Touma (MC) seem too generic when he really is not. If you want to quickly enter the series, watch Index Season 1 then Railgun S (Season 2). This is an interconnected Universe so they do bounce off each other. I’d say if you want to watch the series from it’s timeline, start with Railgun season 1 > then Index season 1 > then the grade A+ Railgun S (Season 2) > then Accelerator season 1 > Index Season 2 > Railgun T (Season 3) > Index Season 3

Looking back on this, when Misaka states that she's been engulfed in a battle against Accelerator over 10,000 times to the point of being able to dodge with ease, it starts to become important for Touma during the events of NT Volume 9.
If you're talking about flexing yeah I can see that but story wise I feel as if index is actually dragging the story as it should and were railgun just goes with the story with some cut shots that I wish I saw like tomas parents meeting misaka or even when she dragged him across the finish line you know small things like that I love at least I saw accelerator and black matter
