It won’t let me do Water Street bounty because it says I have to complete a side mission, first. Do you know what side mission the game is referring to?

I do not. I am wondering if you have a fogged area of your map that you may not have explored yet. You could also check the Progression menu to see what missions you have that are not completed.

Idk if you finished New York yet but you get the watch after you defeat the last mission on Ellis island.

There are only two ways I am aware of to get it for the first time. 1. You have a chance of obtaining it after the Lovebirds in the Incursion (Paradise Lost). 2. This one is extremely rare; When grouped with someone who has it, it is in the open world loot pool. Your first time getting and highest chance at getting it is from the Incursion, there is something like a 10% chance of it dropping. With that, you can only open that crate, after the Lovebirds, once per week / 7 days (resets on Tuesdays).

Yes, it is! You can run any legacy manhunt at any time, they function more like missions.
