It was easily one of the most epic and entertaining moments in a movie that was full of epic climaxes. As Thanos appeared to be on the verge of a repeat victory over Thor, Captain America, and Iron Man, Cap picked up Thor’s mighty hammer and was able to knock the Mad Titan back on his heels long enough for the rest of the MCU to show up. The issue of Mjolnir and who is worthy had come up before at an Avengers after party where Bruce Banner, Tony Stark, and even Rhoddy Rhodes tried to lift the judgemental weapon. It eventually found its way into the hands of Vision for the final battle with Ultron, but what happened in Avenger: Age of Ultron? Why wasn’t Cap able to lift Mjolnir when he could later on? Well, Marvel’s co-president teased a reason as to why. He just didn’t feel like it. But there’s more, what about Captain America getting Thor powers after Odin said that the hammer was just a way to focus his powers, but his powers come from within. Avengers: Endgame writer Christopher Markus has weighed in on that subject as well. We’re going to take a deep dive into both subjects and see how much sense it makes and what that meaning implies for the future of the Marvel Cinematic Universe and Thor as we move into Phase 4. Only the most worthy story will survive.

Read the comics. The reason why he didn't go through with lifting the hammer upon that revelation was because he wanted to spare Thor any embarrassmet. That's one reason why he was able to lift it, Steve always thinks about others before he thinks about himself.

Steve could wield the hammer since long before he became Captain America, his values have never changed and that's what determines what makes you worthy, Thor was finally willing to fight and die for people and not glory, he was not willing to lay down and let the other guy crawl over him, Steve was always the guy that would jump on a grenade, Tonys sacrifice may have made him worthy as well, had he known perhaps he could have survived with the hammer(like Thor eating the star and getting rejuvenated by Stormbreaker, Jane Foster will also reinforce this theory IMO).

My theory is "being worthy" is different for every person trying to lift the hammer. As stated, Thor's "worthiness" is brought about by humility and sacrifice. Vision's is his valuing of all forms of life regardless of its span and origin. For Steve, I think, is his warrior spirit; he would always try to find a diplomatic solution, compromise and be indecisive to a fault. Sure he can fight but always as a last resort, even if it means biting the bullet himself. For Steve to wield Mjolnir, he needed to live up to the speech in the funeral in Civil War.
Steve Rogers story arc in the MCU is being Captain America. Him wielding Mjolnir is the fulfillment of that story.

In the original Mythos of Thor, in the Poetic Edda, which has the lesser Edda and Greater Edda. These are Icelandic poetry. Thor, in this mythos, had to wear iron gloves and an iron belt to protect him from the electricity. This proves that myths were more clued in to physics that people realized. This was long before Ben Franklin flew a kite, or Thomas Edison created a light bulb, or even Tesla's coils. There is a young lady on FB and TH-cam, (Lady of the Labyrinth), she is a wealth of knowledge on Norse Myth (or truths). Maria Kvilvaug is an author, with many books under her belt, and worth looking into.

    2. In Age of Ultron he didn't want to embarrass Thor...or his friends...(he didn't want to hurt Thor's feelings of him being the only one worthy to lift it...)
    3. They tried to make it seem badass when he lifted it because it was like "oh let's show his real power because this is the last movie"... If he could wield it the whole time in Age of Ultron, the movie runtime would at least 1 hour 45 minutes shorter. Capt. and Thor would basically be the only two needed to stop Ultron when he first appears before his minions even appear, given the other avengers nothing to do the whole movie...it would have been Age of Ultron: Captain America and Thor...

He waited because the plot demanded that he waited. No need for a 15 minute video over analyzing it 🙄

"whosoever holds this hammer, if he be worthy, shall possess the powers of Thor"
8 minutes later: but why was Cap able to summon lightning? Because he was holding the hammer, and he was worthy.

i think that the wiggle was a sign that cap was worthy but it wasn't time for him to use it yet

Basically cap was worthy pretty much since that part in the first avenger when he jumped on top of the fake grenade as a sacrifice which is one of the ways of being worthy, and also the part where he crashed the ship to save others, then in age of ultron captain America realized he could lift the hammer but he chose not too and played it like he couldn’t pick it up because of his loyalty and didn’t wanna “show off” or stand out / embarrass Thor so he decided not to pick it up so Thor can feel good about himself until endgame because he new that thanos was too strong for them so he decided to pick the hammer up, basically Rogers was worthy ever since the first avenger movie which is probably why he was able to hold thanos’ gauntlet back in infinity war because he may have been working with the power of mjolnir(probably)
