Percent into fraction is easy! Percent is /100 so 13% is 13/100. That's what percent means. (out of 100) often you will need to simplify, but that's it.

Great Question! Mainly I do it as a reminder that there needs to be a decimal in the final answer, just above that place. Also from a math perspective, I put in the 7.0 because it was 7 and 7.0 and 7 are the same. You can't just put in 70 instead of 7 because they are not the same. Hope that helps!
