Any American president since the 70’s could have ‘brought North Korea to the negotiating table’ any time they wanted , North Korea has always wanted that because it’s good for propaganda in their home country, it makes it look like North Korea and the USA are equals, that they are negotiating from strength
The reason every other president has refused to do that is because the USA wants something in return from North Korea and since North Korea cannot be trusted and won’t keep its word, every other president has refused. The USA got nothing out of Trump’s meetings with the North Koreans, what the North Korean president got was an easy photo opportunity and some good propaganda for the uneducated masses back home, and so did Trump
