That's a really good question. Hopefully not, but it is a grey area. I'm pretty sure they have a list of disallowed features of resource packs, but now I'm very curious as to how they would handle that.
I think the reason they spent so much more effort on it was that at the time Dream was basically the face of minecraft speed running. For most other runners they would have simply gone “here is the binomial distribution for your Pearl and rod drops, and combing them makes you literally millions of times more lucky than even the luckiest person playing a luck based game. It’s clearly fake”. Like legitimately, if every human on earth did an entire speed run every single second non stop for 100 years, odds are non of them would get the luck dream did even once. But because it was dream they knew they would have millions of people looking at them, so they had to make things far more thorough than they needed it to be. If the only people they were trying to prove it to were mathematicians the report would have been like a single page, because they understand just how ridiculous his “luck” was. But they would have to present it to a general audience, they they had to repeatedly go “putting everything in his favour, he still has crazy luck” multiple times.
As someone who studies law it actually makes sense. You see he didnt splice his speedrun like some others but had a modified version of Minecraft so the run itself was played "correctly". Technically its scientifically impossible to proof to this day that he cheated knowingly and if this would be a court case where someone gets the death penalty he would be send free in lack of evidence. Not defending dream just explaining i personally think that he probably knew it so yeah..

When rejecting Mynski's run mods made sure to point out that there wasn't any evidence that proved the run was faked in any way. The problm with his run was that new more strict rules had been implemented were you needed evidence of past attempts in order to get a sub 15 verified. Mods had been really flexible recently because they had verified 2 wrs that used fabric API (even though they had clearly stated that it was banned), so it was necesary to reject his run so that people would know that they were serious about the new verification requirements for runs. Mynski happened to get that run in the worst moment possible, and then brentilda got sub 10 so everyone just forgot about his run.
I dont think that rule is worth much, someone who can manufacture a really convincing fake speedrun probably has to have some knowledge and therefor probably has past runs. I dont think people who never speedrun are capable of creating covincing fakes

What I found most interesting about the Flowbee case and what you didn't mention in the video was how, in the end, all of his faked runs got exposed by a sound analysis in combination with a few frames missing. He insisted that all of his other records were real, but people noticed that the macro he was using for a faster world creation contained 2 more clicks - pasting a set seed in the corresponding box. It could be heard in the footage and upon closer inspection it could be seen as a small skip of the timer - there was a frame or two missing, which would be the frames showing the seed screen. Also, timestamps in the description would be highly appreciated!

my friend uses that texture pack to help with her color blindness. the bright color’s and contrast help her to tell the blocks apart. i feel bad if that’s the reason speedrun legend was using the texture pack cos no one with color vision would ever choose that but he did use no fog which is banned. honestly i think they should allow some color blindness texture packs to make it more equal but it’s up to the mods

he uses the mod for minecraft manhunts. if you believe him, he likely recorded a minecraft manhunt and then forgot to remove it afterwards. he's done several genuine speedruns and gotten records (at least i think, correct me if im wrong), and so it's most likely he forgot to remove the mod, received the backlash for the impossible time, and then tried to move on from it quickly by denying claims until inevitably coming clean after the backlash had calmed down. if you dont believe him, then he felt the need to be the best and uphold his image as a minecraft legend under all the pressure and purposely used the mod for a few speedruns and was too proud to accept defeat. regardless, it's a bit of a sad situation considering the backlash was so bad he doesn't even do speedruns for himself anymore. thats my take.

I remember the fact that Abdron was a top runner for 1.14 and then admitted to cheating caused some people to begin being suspicious of other top runners. I don't remember the channel name, but there was a video made about Illumina's 13:53 FWR at the time it was achieved claiming they thought he cheated on the run, with the main point of suspicion being no F3 was used for the run while the category was highly optimized for F3. Of course, Illumina is known for his stubborn refusal to use F3, only recently giving in to learning F3 strats, so the suspicion was unfounded, but its still interesting how even Illumina, one of the oldest and most trusted members of the community, was put under mild scrutiny bc of Abdron's confession.
The Odiz run could actually be real, usually after making a video you delete all the other footage because it takes up space. I usually wait a week after something is outputted just in case though.

he uses the mod for minecraft manhunts. if you believe him, he likely recorded a minecraft manhunt and then forgot to remove it afterwards. he's done several genuine speedruns and gotten records (at least i think, correct me if im wrong), and so it's most likely he forgot to remove the mod, received the backlash for the impossible time, and then tried to move on from it quickly by denying claims until inevitably coming clean after the backlash had calmed down. if you dont believe him, then he felt the need to be the best and uphold his image as a minecraft legend under all the pressure and purposely used the mod for a few speedruns and was too proud to accept defeat. regardless, it's a bit of a sad situation considering the backlash was so bad he doesn't even do speedruns for himself anymore. thats my take.

I don’t think this is nessecairily true, it’s just the ones that attracted attention, because either they are WR, or they were performed by someone with 10M+ subs. Dreams runs wasn’t even WR, I guarantee the only reason he was caught was because of his large following

I remember the fact that Abdron was a top runner for 1.14 and then admitted to cheating caused some people to begin being suspicious of other top runners. I don't remember the channel name, but there was a video made about Illumina's 13:53 FWR at the time it was achieved claiming they thought he cheated on the run, with the main point of suspicion being no F3 was used for the run while the category was highly optimized for F3. Of course, Illumina is known for his stubborn refusal to use F3, only recently giving in to learning F3 strats, so the suspicion was unfounded, but its still interesting how even Illumina, one of the oldest and most trusted members of the community, was put under mild scrutiny bc of Abdron's confession.

The Odiz run could actually be real, usually after making a video you delete all the other footage because it takes up space. I usually wait a week after something is outputted just in case though.
