    In this video, Dr. Ali Erarslan summarizes the findings from Primary School English Language Teaching Program (ELTP) evaluation studies conducted in Türkiye based on 1997, 2006, and 2013 ELTPs. He claims that the integrative analysis of the findings indicates both strengths and areas for improvement. He adds that teacher professional development and ongoing support emerge as essential elements for improving the quality of English language instruction in primary schools. Furthermore, he states that the studies imply the importance of program evaluation studies for informing decision-making based on evidence and promoting continuous improvement in English language education in Türkiye.

The 1997 curriculum implemented the philosophy of the CEFR in the national curriculum; hence, it was communicative and skill-based. The descriptors of the CEFR were adopted as objectives; hence, all skills were covered at all levels and suggested contexts were used.
