      There's no official proof of ownership of a vehicle at the moment though, DVLA would need to implement that system from scratch. The V5 is just registered owner and not proof of ownership

    In Estonia it’s basically impossible to get scammed this way because in the government website you can see the car vin and ownership changes because when selling your car you have to transfer ownership to the new owner when selling it so there are 4 ways to spot a scam 1. The vin doesn’t match 2. The ownership history doesn’t match 3. When receiving the ownership change the number plate doesn’t match 4. You don’t receive the ownership change

      Yes, you just usually get a totalled car bodged in neighbouring Lithuania and then sold as new not crashed. Or they just used to change vin to get it cloned for genuine number plate

    I had a family member getting weekly fines, he had to go court and prove it wasn't him. Thankfully at the times of the ticket he was at work which had cameras

    Another thing I would do is to use the gov website to check the MOT history. If the mileage on the last MOT is way off compared to the odometer on the car that would be a red flag.

    In Australia you have to transfer the details online when you sell/buy the car.. as the seller you need to enter your driver's licence and name, and then verify with a code that it will send to your email address., It will come up with a list of the cars that registered to you to transfer.. Also the plates are much harder to clone as they are pressed metal with a special retroreflective ink that can only be printed by the TMR.. What a stupid system the UK has, considering this is so rampant!

    When buying a car, have look first before committing to buy. Make a note of the VIN number when you view the car, pay around £30 for an HPI check and use the VIN details, it will be very apparent that the car is cloned. It doesn't help that Tax Discs don't exist any more as that made this sort of thing harder.

    In 2008 my parents bought a 2004 Jeep Liberty that turned out to be cloned It got impounded by the US Customs agents when trying to to import it into Mexico, we lost 9,500 dlls
    It was a huge financial hit for us that set us back for a while. My family came from a low income background, that was the las time we bought a second hand car. We rather pay extra for something brand new with no previous mechanical problems and no legal problems.
    The customs agent told us the legal implications if the cloned cars get into accidents and injure o kill somebody and since we cross the border a lot we could’ve lost our visas. Shameful how greedy people can scam hardworking honest families out of their money.

    Surely the insurance company and DVLA would be able to detect this if the car is sold on to an unsuspecting and otherwise law abiding citizen? If the same car reg is registered, taxed, MOT'd and insured by two different people at two different addresses shouldn't that raise a red flag?

      The DVLA + MOT, yes, but the rest, nope.
      Some people have two or more separate policies on the same car (esp if one driver is high risk, previous accidents, etc). Most folk don't know you can have dual policies & end up paying over the odds.

    Selling cloned cars is not the biggest scam and this method is many years old. The big problem today is people advertising cars, or car parts, on the likes of Facebook and then getting people to send money online, as payment for the part or deposit on holding the car.

      In Germany you get your plates issued by the registration office and they carry an official stamp. Impossible to clone unless you steal the actual plates. Then the owner will report them stolen and get a new number issued and the old number gets blocked and flagged as stolen. So yes it would work.

    The type of paper used to produce the V5 is a special type of paper that will not glow blue under the same UV light you can use to check bank notes. If a V5 glows blue like a white T shirt at a rave it's probably counterfeit.

      Anyone tempted to scam will already be aware of this - i doubt there many people watching this thinking “im going to go and do this”. However there’s a lot of people who would fall victim to this as they’re unaware and knowing things from this video will help a lot more people.

    Have a fiat 500s and got a speeding ticket back in 2017, not with me in the car. Thankfully I was moving and had proof from service stations that I wasn't in the place that it happened. Never can be too careful...

    Very useful.
    Didn’t know about the water mark on the v5 or the number plates.
    But one item you didn’t mention is when people put the V5 in the advert. Make sure you cover up the long identification numbers.
    They can send off for the V5 on line.
    They have a genuine v5 then can have legal number plates.
    My dad who was a trader got scammed with a transit like that.

    It's not really as easy, I sold my old car at a pretty low price, it was lowest by thousands considering the confition, age, km, and everything because I just wanted to sell it fast. So a low price doesn't necessarily mean scam.

    After watching mark mccann cloned vehicle video, It’s crazy to think when the stolen / crashed car is swapped over to a dead cars v5 and vin numbers physical and digital in the ECU then once the cars been sold a couple times it pretty much gets lost in the system and we wouldn’t ever know. Makes you wonder how many cars on the road are being driven with owners and buyers totally unaware and unable to even if they went looking for it. Mental.

    I was actually a victim of car cloning. Someone using the cloned car was involved in an accident, which caused my premium to stay high for three years while the claim was unresolved because no one showed up in court.

    Not a single time I've bought road legal plates of Amazon do you need to provide actual proof. It asks for document numbers, but it's optional and I never bother.

    I bought a set, complete with proper markings, online and didn't have provide licence or V5 details.
    The problem as well when advertising your vehicle if you don't show your plate, a lot of folk think you're trying to hide something. Whenever I post on one of the car owners group though, I'll always hide the reg.

    One thing about the "sale" is that the buyer's an employee from the same company that you represent. And it was listed for sale on an internal system, so obviously the buyer would let his guard down and trust a fellow employee.

      Most car buyers with little car knowledge are like this. You'd be surprised how trusting people are and that's what scammers prey on.

    But, even if you put cloned plates on the car and somehow change the VIN, how do you sell it without the genuine V5?

      People ( scammer) pretends he is interested in buying a high value car YOUR selling, really they have one exactly like it ( stolen or a right off repaired ). ALL they want to see is your logbook registration number. They use that number to order a replacement log book as phantom, pretend buyer of your car. They new logbook comes to them in a fake name and rented address. They now have a registered logbook, cloned plates and a stolen or damaged repair car to sell to an unsuspecting buyer.

    i remember a news story a while back where criminals cloned a number plate that belonged to a farmer's tractor.. It was piling up speeding fines and going through red lights at junctions 😒

    In Bulgaria, apart from let's call it watermark imbedded in the paint of the registration plate, one can only get that plate from the traffic police. No private companies are allowed to reproduce it. It's treated like government official document/passport. If you lose it, you can replace it with a new one completely different, only by the traffic police and the old one become invalid at that moment.

    ur onto something here Mat. Police could pull all plate manufacturers and see if someone ordered the plates for vehicle they got and see what it was paid with and from where

    For £1500 in Croatia you can barely get Mk4 with 300k km let alone Mk6.
    Also it's weird (and should be illegal) for non governmental shops to sell government issued plates. In Croatia you can only get plates from CVH (Centar za vozila Hrvatske/Vehicle Center of Croatia) authorized technical inspection stations and from police

      In Germany the plates can be purchased from anywhere, but they require a stamp on it that is only issued by the government after they checked the documents and registered the car.

    this happened to me, it started with a speeding ticket but escalated over the next 6 months to armed robbery, I was a driving instructor at the time and to be stopped by the armed response guys while my pupil was driving was terrifying

    Best thing you can do is a hpi check, you'll get the vin with the number plate. Just check this when you go to buy a car to see it matches.

    The cameras can detect you for riding into a bus lane etc, but if someone steals your car then the police can’t track it using them 🤔

    Just buy show plates & put the dealer name + BS details on with a black-on-clear tape label printer. Undetectable to the casual glance.

    i've bought 4 different pairs of plates in the last year or two and not a single time have i had to send off any documentation and they all are completely legal with the correct writing.

    I think the bit about ANPR is deliberate misinformation. There’s no way the ANPR cameras are high resolution enough to check if there is dealer information in small text on the plate. They are going to see the plate letters and numbers only so why wouldn’t it read it and pass.

      I think they were perhaps trying to imply that plates without the mark *could* be non-standard and therefore less readable by ANPR, which is true. But yes, the system isn't looking for the manufacturer markings, it will read plates without it, foreign plates etc.

    This is why I only buy cars from a dealer or a car supermarket. All the initial legal checks are done before it goes on sale. Mechanical faults may be a hidden surprise but at least thats one less headache to deal with at the beginning.
