When you go after the Relic terminal on the destroyed rooftop, climb up to the very top and you'll see a drop container on the building across the road. You can jump up onto the statue, walk across it to the other side, and grab the items. Also, the two vendors at Dogtown you buy the shards from are the heads of CDPR, and the braindances they also sell are takeoffs of their games
