The problem in expanding Five Eyes is that the new players, currently and historically, have held a diversity of alliances; Notable with Russia but in the case of South Korea, even inclinations towards China. Clearly, the proposed line-up is motivated against China and understanding that this China Problem is not short-term, it raises the question of how stable and common, future alliances may remain. For example, what if South Korea and China DO hop into bed together? How is South Korea to 'un-remember' previously disclosed intelligence? On the other hand, a covert South Korea-China channel may well be useful for 'double talk' (or feeding China BS). I expect that integrating Nine Eyes into Five Eyes will likely be the death of Five Eyes, despite its intrinsic and proven value. If Germany, Canada and New Zealand were dropped, than a more purposeful, regionally focus sharing arrangement, may be more workable. (Have any of those 3 nations pulled their weight in the past anyway?)
Canada and the USA have several overlapping alliances as neighbors. I don’t see Canada Australia or New Zealand being dropped because they are part of the commonwealth of the United kingdom 🇬🇧. As far as South Korea, I agree that’s a wild card. Japan I think is quite loyal to the USA and the west in terms of international order, in my opinion.
