If they don't, all that's going to do is give their attorneys grounds for appeal. Then next thing you know, they get out due to some technicality. My opinion, if the police officers is on duty, the camera should be always on duty as well. The only time that the camera should be allow to turned off, is when the officers is off duty.

He was unconscious when he went to the hospital and he never woke up.

There were other jurisdiction standing around when Rodney King was beaten. But, it was the LAPD officers who were found guilty for violating Mr King civil rights.
