I'm fairly sure that's not a "charging" cord for the batteries. It's a power cord. You have the option of running it via batteries or using the power cord. You don't need both.

Do the LEDs turn on or off based on whether it's dark in room or bright?
I suspect the base can recharge batteries if batteries used / inserted are rechargeable...
