I think what would be a fun alteration is to either put a little elastic at the front neckline (it seems like the original dress is also a little ruffled there), or to cut the top pieces in a soft trapez shape so that it's tighter at the neckline, but still flowy at the bottom. either way I really like this and will try it myself with one of the alterations!

Placement of straps can't be same width, back distance between straps should be 1/2" wider than front on either side, this way straps stay in place without falling...
SEW 2 rows of basting stitches (long, loose stitches, either by machine or by hand) and pull the fabric to the desired length, spacing the gathers as evenly as you can for all around gathers. Not difficult to explain!!
I'm super new to sewing and would love to make something like this. But if I were to accidentally make it too loose at the bust/neck like yours did, is there a way to fix it? I heard of something called a dart that goes on the chest, is that how you would tighten it? If I get scared of flashing boobs every time I lean over, I'd never wear the item so I don't want that to happen after going through the effort of sewing it.

Absolutely you could add darts! That's a great way to bring in the top without having to redo everything!
Extra has to be added for ease, beside seam allowances...
