I do not know why they do that though and I'm wondering if someone could please tell me. Is it just the polite way to greet a sovereign/someone ranked above you? I think it's very elegent..

yeah that is court rituals for the Emperor, only those that are closest to the Emperor in terms of rank such as Princes, Grand Viziers as well as particularly close and influential Sultanas.
