Yes, each time you take down a heart, the interceptor can't regenerate a portion of its HP meaning that you won't have to deal as much damage to exert it again. To exert an interceptor you have to reduce its current HP by 20% so for each heart you take down, that 20% chunk gets smaller and smaller. Example (not real numbers): . 6 hearts remaining : max HP = 1000 / 20% of that is 200 . 5 hearts remaining : max HP = 800 / 20% of that is 160 etc etc... more details here : wiki.antixenoinitiative.com/en/hearts

Is the damage required to Exert a Heart different for each Heart? The 1st Heart looks like it took way more shots to Exert

To exert an interceptor you have to reduce its current HP by 20% so for each heart you take down, that 20% chunk gets smaller and smaller.
Example (not real numbers):
