They weren't talking about the winter. The tournament was planned to take place in the summer. The world cup was never supposed to be moved. This "oh but it's fine during the winter" just throws aside that changing the time of the tournament was not supposed to be negotiable. That was not the original pitch they had to change it because Qatars bid won the WC under false pretenses it'd be safe during the summer.

The weather in Qatar this time of the year is consistently 28 - 31 C° (82°F to 88°F)
This is comparable to a summer World Cup in Spain , France , Brazil , and etc. The players will adjust and these are normal conditions for players from South America and Africa.
Remember the 2014 Brazil World Cup had games in Manaus which is just as hot Qatar.

And if the Arabs were going to have a World Cup this was the time of year to do it. For the players and fans it will be fine. Enjoy it and stop trying to find a way to say that the Arab people don't deserve it.
