I struggled like this. Then i fit the bottom in first and the top participated afterward

Squealer clips go opposite end of the seating bracket clips, this is why your having trouble. You should have flipped the pads and they would have went right in.

Do you have to put it in "maintenance mode" to change pads only?

these rear brake pads are a piece of shit to put on compared to front. same problem here.
