You just do. Viz published the third part Stardust Crusaders in English in its 16 volume entirety. And they started to publish its first part Phantom Blood this month digitally. Each part has different protagonist and different setting. Course there are other ways to read it in English, but I will leave that up to you.
Although the anime is still on part five, while the manga is on part eight, I’d recommend going the anime route if you’re on the fence. Again, this comment is five years old, so you probably made up your mind by now lol.
You can, but playing pirated/burned games on your Dreamcast is going to slowely kill it, because the laser will start burning out. Many Dreamcasts died that way.

Well, there are about 3 different revisions of the Dreamcast and at least 2 different GD-ROM drives. Some die faster some die slower.
