Seriously, it feels like the writers got tired of the whole whale plot line halfway through and just decided to get rid of it in the cheapest and laziest way possible (seriously, everything else was better than the Oztomic Bomb). All the whale existed for and bringing Salem in the game so soon was to get Ironwood a bomb to nuke Mantle with in the most nonsensical plan possible.
