Hi,
Yes we need to do the following steps:
1. first fill the online form for spouse visa to Ireland from Inis site
2. Book an appointment online to near VFS from the same site.
3. The spouse has to go with all the required documents on the date booked to the VFS office.
4. Wait for the decision:)
The decision is usually made within 4 to 6 weeks from the date of documents submitted to VFS office.
