Yeah I didn't either but it actually does work you poop the blue eggs on the shark that kills the shark and then you can swim the waters to your hearts content and then if you exit the world and reenter the world just do the same exact thing you did to the shark rinse and repeat each every time you reenter the world
Blew my mind the first time that ever happened to me i can't even imagine how i ended up pooping the blue eggs onto the shark but then i think he gets killed and gives you a honeycomb life piece and stops chasing after you
Oh and when you type in the cheat for the unlimited amount of air for banjo and kazooie it also works in all water like levels that would make you swim even rusty bucket bay etc
