on other videos i see that they take a vacuum pump to the actuator hose connection before putting on the assembly, and then after they bolt down the assembly they release the pump. since you skipped over that, i’m assuming it’s not necessary?

I typically don't. You just have to be very careful with the IWE component.

whats the tourqe spec on the wheel nut on the center nut...is it possible to get it tighter?

13mm nut to cv-axle is 20 lb-ft, and yes you can tighten it more but it brakes off.
