One problem... to change the horn you need to remove completely the front bumper... and not only remove clips and screw at the top of the bumper inside motor compartment. i think you are not the person who changed the horn ;-)
It is actually possible to reach in with your hands but of course you have to work on it blind whilst slightly pulling the bumper away without damaging it. Proper way is like you said to take off bumper
