how do you find this answer:
    To whom it may concern,
I am Mohamed Safa and I live in 23 High Street, GHR. I am sending this letter to recreate the current undesirable situation in my area due to the construction of the new airport.
Normally, we used to live a quiet peaceful life in our district. Quietness has always been one of the main advantages here. But this came to an end since the construction phase of the new airport started. We barely have good times for sleep since the loud equipment is always running. Also, the area around the construction site had tuned out to a complete mess. Some streets are permanently closed and others are suffering from jams due to regular transportation of airport-related facilities. Now many inhabitants cannot go peacefully for a morning run, park their cars, or even have a good sleep. I have recently managed to access the contract of the new airport construction phase and I noticed that they are not sticking to the terms of working times, social responsibility, and level of noise.
I expect a prompt action to be done on your side regarding this concern. I strongly propose assuring construction compliance with contract terms, so that working would be limited to day times, noise would be limited, and streets would be restored to their normal condition. We have already made a petition to file a lawsuit against the construction company and it is expected to be signed by most of area residents within a week. Accordingly, your quick action would be appreciated to avoid aggregation of this situation.
    Expecting a prompt action,
    M. Safa

Hi Ryan, the question asks us to suggest a solution to the dispute. I wonder if a threat of a legal action can be considered a solution to the dispute? I'd appreciate if you could elaborate on this part.
