under 30 is the way to do it...small as you can live comfortably on simply due to how costs exponentially increase in proportion to vessel size. From many of much more experienced sailor that the smaller sailboats ride up and down the stuff that beats bigger boats to death too, just make sure you have the capacities you need in tankage, stores, backups...have a great one
I think 36' or 10-11m is where the cost versus length really starts to rise, but it's also pretty dependent on how common of a make/model it is and its age.
The Rolly Tasker website will show you sail prices without having to start a discourse with a salesman, from the Co26 to the Co32 the price doubles. The same will go for rigging and paint ect. So it seems adding 2m roughly doubles everything. That being said, Josh's Flicka is 1/4 the price to refit or maintain than a 36 footer. You're right of course, after 36' the price is unobtainable to anyone save the '1%ers'
