Yes. This is not pretty, but many street vendors in India(not this guy obviously) have much better standards than your average hotel /restaurant in Europe, US or Oz. If I told you stories of where tomatoes are sourced from in Melbourne, in very prominent highly rated hotels you would stop eating out.

The way he made the Halwa was very interesting, in the sense he first mad a whole lot of syrup,, added milk to it to remove the muck that comes with sugar and also add a special flavour and then he roasted the soji (semolina) in oil and when the soji was cooked he added the syrup. What is done in South India is the soji is rasted in Ghee, then we add a mix of water and milk and and when the soji starts to thicken we add sugar in an equal quantity to the soji.and allow it to cook finally in the sugar. The ratio 1 soji 2 (water+milk or just milk) 1 sugar
