Rayman was the franchise that put Ubisoft on the map and they had success with him making the jump to 3D on his later sequels, but eventually his popularity went on the decline and Ubisoft focused on their other star title, Assassin's Creed. They tried to bring Rayman back, but instead focused more on the Rabbids. Which were these chaotic rabbit-like creatures that came out of nowhere (kinda like Minions from Despicable Me but all they do is scream). After that point, Rayman was pushed further and further away until he was brought back for a DLC in Mario and Rabbids: Spark of Hope.
He also had a couple of FANTASTIC games with Rayman Origins and Rayman Legends, which even if they weren't the same as what came before, were highly acclaimed. And Ubisoft may as well have done everything in their power to make sure they sold as little as possible, so they could go "Welp, we tried," and go back to their Ubisoft Formula.
I hate that one of my favourite franchises is stuck in the grimy hands of the current Ubisoft execs. Remember when it was told to us that they'd work on a new Rayman game when Beyond Good and Evil 2 came out?~
The reason why those games were so expensive are because of their rarity in the market these days as quality usually does not factor in too much until it’s damaged to some capacity.
They usually aren't made in great quality. Plus a lot of these franchises endure. Add nostalgia to the mix, and you get some high prices. Plus a ton of bad games only have the initial production run, so supplies are limited.
And back then, everybody knew they were garbage games, and so didn't buy them. Hence their rarity today, since they originally didn't sell well enough to warrant the same mass production as something like Resident Evil (just the first random, hyper-popular PS1 game that came to mind).

The character himself had a few games made during the 90s in 2000s before he was unceremoniously booted out of relevance by Raving Rabids. He’s also a character in the Netflix original adult animated series, Captain Laserhawk: A Blood Dragon REMIX.
