I think, This is to analyse what will be the max and min of that gap. Actual value always depends on variation in other dimensions. This is just an analysis that helps to find what will be the max width of the gap or minimum. Because if we consider that dimension (42) also definitely the drawing is over constrained.

What if the tolerances were unilateral and bilateral ?
You would have to convert unilateral tolerances into bilateral tolerances for the study
