For one thing, their mission statement was extremely vague, and what exactly were they planning to do? Recruit a bunch of civilians to conquer the rest of the United States? To what end? Conquer the world? And then what? Rome was riddled with decadence, corruption and backstabbing, none of which we've eradicated in 2000 years. They poured so much money and time into building all that the United States still has enough firepower to blast them off the map. Even with their moles sabotaging from the inside, there is no way that our boated military couldn't swat them like flies. And they got taken out by just one dude! They thought they could conquer a city full of surly people? Their plan was doomed before it began.
I believe the plan involved attacks on major US cities, then the Restoration emerges as troops trying to do "damage control", in order to trick people into accepting hostiles"their authority. Once they have the major cities they spread from there, saying they're "rooting out hostiles", al the while occupying and securing key control areas. By the time anyone realizes they're the bad guys, it's too late; they control the infrastructure of the country. Yes, something that big could likely fall apart eventually, but think of the damage done in the meantime.
