The prologues with that is that in New Mario Bros DS you fight a big Goomba boss and also in all other Mario when you kill a big Goomba by any other means than stomping on them they don't explosed into multiple Goombas, also in Super Mario Maker 1&2 it is possible to have big Goomba shoe or stiletto and when junped on them they don't explose in multiple Goomba and finally in some 3D games (just Super Mario 3D Land as far as i remember) there's a big Tanooki Goomba and when jump on it they doesn't turn into multiple Goombas The problems is that there's multiple examples that can dismiss you theory like for example when jumped on a Goomba they don't turn into micro Goombas
The reason why big goombas don't split in 2 when you ground pound is because its a more powerful attack and defeat it completely instead of a weaker jump which would only do enough damage to split it. Same logic applies to why normal goombas don't split into micro-goombas, your attack is strong enough to defeat them entirely. Your other pieces evidence against this theory are completly valid though, and arguably debunk it.
