What are the consequences in thailand for riding a moped while high or drunk ? Do they actually perform breathalyser tests ? Cheers
You could be randomly breathalyzed in Pattaya or Phuket but it's not common. It's more likely to happen if your involved in any accident. And of course if you're intoxicated or don't have an international license, you're in the wrong and uninsured. And liable for a hefty fine, and any damage done even if not at fault.👍

Planning on going 16th march for 3 weeks alone and was planning on staying in Bangkok for week and Pattaya for 2 weeks

£3000 is more than enough for three weeks in Thailand if you dont go crazy at the bargirl bars. Our friend Sean here is a conservative spender and i would guesstimate his average daily spending in Thailand falls in the 900 baht to 1,500 baht range.
