Though you may pay back the loan, your chances of leaving the USA is more than 70% on average. Better to go for a country with a stable visa system at the compromise of a lower salary because you can at least ground your life there rather than playing roulette with H1B your entire life. US is not for everyone. Quality of life always comes with lower stress levels

It depends on what your priorities are. If you are looking for opportunities then obviously northeastern University will be a good pick. Silicon valley has great opportunities. And one more thing don't choose a university because it is cheap.
