The only way I think it could work is if there's some kind of shielding, like AR500 steel or something.

Carter comes off as incredibly goody, careless, and chaotic which to some extent he is, he’s also incredibly competent and quick on his feet, he did make detective on the force and was trusted to some extent by his peers and superiors to get the job done. He just did it his own way most of the time

So when Juntao tried to play it slick and pull out his second gun, Carter pretended to be hit in anticipation. But in the split second on the way to the ground, Carter pulled out his own weapon and fired the single shot on target to finish off Juntao. It doesn't get slicker than that.

Then for the climax the pay off of reversing the roles and lines. This is how you make a good movie. Little set ups and payoffs.
