With goaltenders getting more protective padding, they're more likely to make saves they normally would have let through. This leads to innovating scoring strategies (neutral zone trap; 1993), making new rules to better fit a league contingent on defense (smaller neutral zone; 1993), and so on and so forth. Ingenuity breeds change.

Don't forget that the 1992 Stanley Cup Finals was against an 8 seed that only had Mike Modano and a bunch of depth pieces, so if any of those games went to OT, something went seriously wrong.
