I feel like Falcone is underrated because he represents an era of Gotham marked by Criminals that aren't so different from our world until Batman came along. And with his fall, came the Era of Supervillains. Criminals that border on the fantastique. A transition period for Gotham and for Batman himself as he sees that he's going to be fighting more than simple criminals.
The Dark Knight capitalized on that so well. Organized crime was bullied so much by a vigilante that it was inevitable they would turn to supervillains to level the Plainfield. Nolan was able to depict the Jokers arrival and rise to infamy in a very grounded way that in fact could happen in real life.
It’s honestly kind of irritating that Carmine usually serves as more of a plot device then anything, it was one of the reasons why I liked the Tuttoro iteration since he was a highlight rather then a side character
Carmine Falcone Probably the most interesting mob boss Batman villain in my opinion and a great villain that Batman first faced in his career as Batman in Year One
And John Turturro is so smooth as a Mob boss. Fits the bill to a T! Almost stole the show, he was that good. A Brooklyn Native and the perfect actor for the job. But he is dead now, & I think that was a mistake for the franchise. .

I think falcone is definitely an interesting character because when you're dealing with a story of Batman and he's dealing with criminals you going to need someone to best represent the criminal element in its way like not just an ordinary fog but the hierarchy Carmine falcone is a mob boss so he does represent this in the best way a man who stands at the top and not just some ordinary individual.
