I'd say novice driver. I've been in many similar situations, and people are very impatient, but that's not a narrow street and a simple see-side back shouldn't be a problem. All he needs to do is practice, the problem is that he's using too much steering, the key is staying behind the trailer with small steering inputs and following it in the spot.
