how did you find the previous owner of the bike to send a certified letter, I've had the bike checked and cleared by the police already and I'm kind of stuck I guess on that

You just have to send it to the person you bought it from.

What if the current owner has the previous owners title but they didn’t title it in their name? Should I get a bill of sell? What in the process if this is the case.

If you have a title you have a title, pretty much it.
Just sign the title to your name and go cash it in, everyone does that
