"This is a romhack for Super Mario 64 that lets you play as a Finalized version of the Gigaleak Luigi as the Nintendo developers would have had him in the game in 1996.

Voice clips reek of Smash 64 & Melee
Well, that was the point. And actually the reason Loogus's voice is like that in Smash 64 and Melee is because Sakurai learned that Nintendo's plan was to give him Mario's clips pitched up. So here, Luggo's voice being pitched up is for accuracy.

@IceBite The reason he doesn't have his own voice (aside from the previously mentioned) is because the audio files were to large. Audio files are huge, especially voice clips. Also, the fact that Luigi's voice in Mario Party and Mario Kart is higher pitch, confirms the fact that his voice was always meant to higher pitched.

I think Nintendo had the capability of adding Yoshi as a ridable sidekick back in 1996. It wasn't impossible.

On the gamebanana page, it explains that this was the most likely choice due to memory limitations with adding voice clips which SM64 is limited to.
Keep in mind that both Bowser and Boo use the same clip but each has their own pitch, same is said about Wario and the Thwomps voice in Mario kart 64

But one thing I know. The modders basically "finished" SM64. Rumours became true. Even if Yoshi is totally unpractical, it's still a neat completion bonus that was absent. Luigi is the cherry on top.
