This is the correct way to do it, other videos that boils the garlic destroys the active ingredient in the garlic. Actually the garlic can be kept for months in the fridge and still be useful because the acid from the pepper is preserving it, just not with the oil, botulism will grow in the oil.
Have more garlic than my friends and I can use, so we go heavy on garlic. Am hoping to raise more hot peppers of different varieties than we can use also, so all of us can garlic/pepper repellent in abundance. Thanks for your video.

When you store it without oil, do you add the oil before each application?

The health of my roses are 'excellent'. The soil quality is great, too. It is Japanese beetle that are eating the roses leaves.
