It's just a hint of an idea, but if you do know that 200 families with good incomes are moving into an area, you can also plan to move businesses there as well.
Detroit actually has one of the two largest crime rates in the country with Chicago as the other. First you'll have to find a way to lower it so it can become what most people consider safe but once that's done and people move there it will also bring back jobs. If done right the idea can be very successful.

Nickelodeon Camp isn't that bad. You can have game shows from the 90's and mock sets for shows from the 2000's up till now. It'd be more like an interactive museum. Parents go for the 90's stuff and kids go for the recent stuff. And a gift shop at the exit along with food that was popular on certain shows.
As appealing as it sounds, my buddy is a paramedic and municipal fire fighter. I just don't see it working unfortunately. Too many things on one rig, plus, what happens if you have a fire and medical issue at the same time? The firefighters gotta stay and fight the blaze while the ambulance takes the people to the hospital. We could just have two there, but that defeats the combination purpose lol. Guy has some good ideas though for sure :-)
and not to mention carrying twice the staff with a smaller space and its big as shit, imagine driving that monster through a small block for a fire or another emergency
