There are plenty of videos on how to tie the improved Homer-Rhodes knot. I tie the second part as another figure eight knot so you basically end up jamming two figure eight knots against each other.
+Jake Osentowski Since he didn't answer, no you would connect the 15"+ section of 16lb class tippet to a butt section of usually 5-7' of 50lb or so mono or flourocarbon. Many will use a bimini at this connection, but some use another blood, double uni or slim beauty.
