The Mandiballs are nothing but a joke. You've wasted your time for nothing. Have you tried spawning two peefish and having them mate to make a kuudra baby? have you tried bringing a sea emperor to jake in the past? have you tried downloading one of the very old skyblock lobby maps and taking a look around underneath? what if you find a pumpkin copter? have you tried bringing a peefish across space and time to jake? have you tried brining a sea emperor to the peefish? have you tried asking the peefish nicely for its jaw? have you tried getting lockjaw and then using a key to unlock it? have you tried bringing two gay peefish to one another? (mandible, man double) have you tried brining jake to a sea emperor? have you tried transcending across space and time to find similarly shaped portal-like objects around other servers other than hypixel? I dunno i'm out of ideas

Just a suggestion try printing either a lord jawbus soul or one of the frags to an npc to get the kudra follower chestplate. I would guess like the sea emperor is the highest normal fishing creature and the lord jawbus is the nether highest sea creature.
I know you've already tried taking the Phlegblast to Odger and failed, but the admin's hint seems to be related to that. Sea Emporer (highest sea creature) -> Jake (fishing NPC) Phlegblast (highest sea creature) -> Odger (fishing NPC) Maybe the Phlegblast needs to be in lava for it to not despawn? Or maybe it needs to be continuously punched? Would necromancy work? idk
If you think about it, the portal probably doesn't have anything to do with the mandible since then the mandible would be locked behind when the admins decide that B arry run for mayor.

Using necromancy with the sea emperor was the only way to get the golden ball. It would make what the admin is saying make sense.
