No, the strongest winds in a tornado are usually right next to the tornado or inside of it. In a hurricane, the wind is all spread out. In this case, they are no where near the tornado, so they are safe.

You will need few different softwares, tornado fluid simulation can be done in Maya, then BG and VFX things composite in Nuke or After effects.

​@@EBR.402- It actually is pretty scientifically accurate and was inspired by a real tornado. I'd say the only inaccuracies are the views from the eye and the fact this tornado would have ripped that entire storm drain out of the ground.
