I don't understand... why would subway yard causes delays? The train itself generate so much power, couldn't it easily just push through all of the snow? This sounds like a design issue with the trains and the tracks. Sounds like the system is not very good at making sure it's conducive of snow and water damage.
Making sure the yard is empty also helps to make sure no trains get trapped by stuff like frozen switches, wheels and contact shoes freezing to the rails, or just being stranded by snow. Subway cars aren't anywhere near as heavy as normal trains, especially when empty, so it's much harder for them to push through snow while also being far easier for them to start slipping on the rails It's not the most ideal solution, I'll concede, but it's among the best solutions MTA can take
