Children born in Uk can directly apply for citizenship if either of their parents have ILR.

I am not sure about applying for PR, in my case, my baby is 4 months old and we were waiting to get my PR to proceed with her citizenship. About PR, it may be possible but still I would take some legal advice.

Yes you can apply for child benefit if one of you hold ILR. They usually take weeks to revert on our claim after applying.
