that white long thing is indeed window decoration that was widely used in the Netherlands at the end of the 20th century. It was usually done at the bottom of the window, so you didn't have a view of people walking past your window, but you did get light. I think it was called "een valletje"

For gathering you should try the method of sewing a wide zigzag stitch over some thread, its way faster :)

That first piece of fabric is actually made to be a Cafe Curtain. A rod goes through all the holes at the top.
