For the first track? I guess you could look at it like that, however I mostly took the idea of having grass and shallow water from the GBA park tracks.
Backgrounds are done by hand on Paint.NET, and palettes are defined on Epic Edit itself. Since the SNES is an 5-bit color depth, I made sure to define the colors on the editor first then use them on Paint.NET
