The occasion here is that the Rolls-Royce is carrying the Crown of Scotland from safe keeping in the Castle to the Palace of Holyroodhouse, probably (need to check date) for the Opening of the Scottish Parliament
This appears to be not a rehearsal or parade but the transporting of The Honours Of Scotland from Edinburgh Castle to Parliament, guarded by 3SCOTS and Police. Definitely not a good time to try to nick the Crown! The tune is The Atholl Highlanders (with harmonies or "seconds" as pipers call them).
I can never understand why you need police to 'guard' The Black Watch! That's like saying you need Robin to guard Batman. This is the best regiment in the world for Pete's sake ..They can take care of themselves

It's those Hi-viz jackets. I remember reading an article that claimed they are actually less visible in those because so many other professions wear them. But escorting a parade in ceremonial gear? They could just wear the blues.
