As wind hits seam on super rough side ( on left), moving at high speed, it gets very turbulent and deflects & separates from the super rough side's surface. Therefore, super rough side does not face turbulent air & travels faster, whereas rough side (on right) faces turbulent air & moves slower. Ball laterally moves towards right.
Super rough side is uniformly & evenly rough all around, & is comparatively slightly smoother than rough side. Also, seam being tilted, air clings to the surface for a shorter duration. Therefore, super rough side offers lesser resistance to air & moves faster than the rough side, the way shiny side behaves in normal swing bowling.

So what is the difference between inswing nd reverse swing
In inswing, ball moves inward.
In reverse swing, the inswing delivery converts into reverse outswinger & moves outward.

Ball has to be quite old so that it has one rough side & one super rough side and ball is to be released at high speed.
